However India’s biggest capital good equipment company BHEL owned by the government is plannning a $500 million investment to build a solar cell factory in at Sakoli which is part Union heavy industries minister Praful Patel’s constituency Bhandara.Talk about how dumb you can get. BHEL hardly has too much expertise in the solar panel industry and with solar cells in massive oversupply,it is almost sure to lose money. However that is how things work with Indian government companies where investment is made at the whims of ministers rather than rationality and business sense.BHEL is currently trading at one of the lowest valuations in its 10 year history and its not a big wonder why. The company has benefited in the past as did other machinery and engineering companies from an infrastructure invesment boom. However those glory days are over for the company as it faces competition from the Chinese companies and decreasing orders flow. Praful Patel the minister has already spent a few years in the airline ministry presiding over the conversion of the state owned carrier Air India ino a basket case. Now its the turn of BHEL to be turned into a basket case as well.

The Indian government is not going to impose any new duties on imports of Chinese solar cells. This is despite the petition by the Indian solar panel manufacturers to give a level playing field. Note Chinese solar panels have virtually destroyed the solar manufacturing industry in the West with big companies falling under the relentless price pressure where solar panel prices have gone down by 60% in one year. Only the Koreans seem to be standing up to the Chinese government backed top tier solar companies from China. The rest have mostly folded up and are facing survival questions including those from Taiwan. Indian solar companies were never that big and cost competitive anyway given the headstart and support of the Chinese backed companies. The price crash in 2011 has seen most of them close their factories as they can’t even cover their costs at the Gross Margin Level.

JA Solar is the biggest solar cell producer in the world with more than 2000 MW of silicon cell capacity.The company has one of the lowest costs in processing of solar cells from solar wafers.The company is primarily a supplier of solar cells to most solar panel producers in Europe and Asia.However the sharp fall in solar panel prices in 2011 has resulted in most of the European companies shutting shop which has meant that JA Solar has faced a large loss in customer orders for its solar cells.Unlike its peer Trina and Yingli Solar,JA Solar does not have a good brand name or distribution of solar panels.It is more of a upstream supplier of solar products to solar comapnies rather than a end distributor of solar panels.JA Solar has diversified into making solar panels of its own and in partnership with other companies.Having a strong presence in the end market has become essential to survive in the cutthroad solar market.
