We have always emphasized upon the importance of rooftop solar in Haryana. The state lacks in renewable energy, despite being one of the most industrialized and fastest growing states in the country. The state has high solar irradiation levels with 320 sunny days. The state also has a Department of Renewable Energy being setup to specifically promote the use of Alternative Energy Sources. A policy to set up 1300 MW of solar power by 2022 was also enacted in 2014, has been modified and increased by almost 150% to 3200 MW. However the implementation is in a state of doldrums.
In a recent news, the government of Haryana is now allowing individuals to install grid connected rooftop solar power plants, of capacity between from 1kW and 1 MW under net metering regulations. The generated power is eligible to be sold either to a third party or to the grid. Approximately 1600 MW of rooftop solar is to be installed by the year 2021-22, under the Haryana Solar Power Policy-2016.
Structures that will qualify as a rooftop solar power plant in Haryana:
- Installation on pucca structure or pucca walls or having electricity connection or installed on any structure or ground within the building or complex
premises - on the shelter, cantilever, periphery sheds, on any part of the building or structure
- on the roof of the building constructed on the agricultural land.
Haryana is one of the richest states in India strategically located near India’s capital of Delhi and cities like Gurgaon and Faridabad have benefited hugely from being part of India’s National Capital Region (NCR). The government is trying is bit, but fails to promote solar power because of headwinds in implementation of these policies. A 30% subsidy (upto a maximum of INR 20,000 per kW) will also be provided for certain buildings.
“Haryana government has allowed all individuals to install grid connected rooftop solar power plants of capacity ranging from 1kWp to 1 MWp under net-metering regulations in the state and has also allowed sale of power either to Government or third party from such plants,” Haryana Principal Secretary Renewable Energy Department Ankur Gupta said today.
