Haryana EV Policy – Incentives for Buyers and Sellers of Electric Vehicles in Haryana

To promote clean transportation, ensure environmental sustainability, and increase energy efficiency and conservation, the state of Haryana came up with its own EV policy. The policy majorly focuses on the manufacturing of electric vehicles and their components in the state, while also emphasizing improving the research and development in this sector as well as reducing upfront costs. This policy places a special emphasis on the creation of an end-to-end ecosystem for E-Mobility in the state and envisages harnessing Haryana‘s inherent strength in the automotive manufacturing sector. Who gets the incentive under Haryana State Policy:

1. Large and Mega units shall compulsorily establish a battery disposal/recycling/material recovery facility at their proposed plant for claiming any incentive under this policy.

2. The policy incentives will be available for manufacturers of EV (BEV and FCEV) and Hybrid EV (PHEV and SHEV); EV components, individual buyers, and enterprises setting up charging infrastructure.

3. This policy is applicable to ?new and ?existing units.

4. Units availing a particular incentive under this policy will not be eligible to avail of similar incentives under similar heads as given in any other Haryana Government policy.

Sellers’/ Manufacturers’ Incentives

There are different incentives available under the Haryana state scheme like a capital subsidy of fixed capital investment, seed and conversion fund, net SGST and stamp duty reimbursement, subsidies for power, water treatment, employment generation, etc. for manufacturers.

Buyers’ Incentives

There are individual benefits extended to buyers of EVs under the Government of India‘s FAME India scheme Phase II. Other incentives in the form of Exemption of Motor Vehicle Tax under the Haryana Motor Vehicle Tax Act, 2016 for electric vehicles, Vehicle Registration Fees, etc. are also available.
