The US has been a laggard on the climate change mitigation compared to the progressive stances taken by Europe and Japan.Despite strong hopes raised by the election of Obama, the clean energy and climate change have remained on the backburner for the President and his team . While no one doubts that the economic  issues need more attention , climate change is equally important.Perhaps more than the health care legislation.With the US being the largest emitter of greenhouse emissions , no one is going to take concrete steps without US participation.As I have mentioned earlier ,I think  it will take a climate catastrophe for the US government to rise above vested business and party interests to do something on climate change.Making token statements and tax breaks won’t cure this global problem. Republican Graham who has apparently left the leadership in introducing the climate change bill citing obstruction by the administration now calls for delay to take into account the BP Oil Spill. It is ironic that the Oil Spill which should have served as a positive catalyst for climate change bill is now serving as a negative one.

Just a day after Independent senator Joe Lieberman said that he hoped the draft US climate bill would be formally launched next week, his erstwhile colleague Republican senator Lindsey Graham has called for a further delay to the bill.

In a prepared statement, Senator Graham said that the Deepwater Horizon oil spill meant the legislation would have to be revisited.

“We now have to deal with a catastrophic oil spill in the Gulf of Mexico, which creates new policy and political challenges not envisioned in our original discussions,” he said. “In light of this, I believe it would be wise to pause the process and reassess where we stand.”

Any significant pause to the repeatedly delayed bill would effectively end any chance of a Senate vote on the legislation ahead of the November mid-term elections. If the bill is then delayed until next year, its chances of success would centre entirely on how well the Democrats perform at the upcoming elections.

Senator Graham formally withdrew his support for the bill that he has worked on alongside Senator Lieberman and Democrat senator John Kerry late last month in protest at perceived efforts by the Democrats to push the climate change bill down the political agenda behind proposed immigration reforms.

He has subsequently sent mixed messages over his level of support for the bill, refusing to formally return his support for the legislation but telling an event earlier this week that he would continue to fight to secure the handful of Republican votes needed to pass the bill.

However, the oil spill has further complicated the negotiations surrounding the bill after a number of Democrats said they would not support clauses that would allow for increased levels of offshore drilling.

Support for offshore drilling was originally included in the bill in an attempt to win over some moderate Republicans and the senators working on the legislation will have to deliver a delicate compromise if they are to still win Republican support while keeping Democrats opposed to offshore drilling onside.

Lufthansa is going to mix biofuel with kerosene for its planes starting from 2012 . The EU is mandating the ETS system for the flight industry from 2012 ,therefore to reduce the costs of emitting carbon Lufthansa is being compelled to think of using biofuel.I am not a fan of carbon certificates as it benefits Large scale connected companies and individuals,besides giving birth to frauds. In my earlier posts I have written about how a hotel can get money from using CFLs but not a common person.I am more in favor of a carbon tax with suitable safeguards rather than ad hoc systems of cap and trade. Plus you also have to face frauds in the cap and trade system as well.

Lufthansa to use biofuel on flights by 2012 – Reuters

Lufthansa is set to become one of the world’s first airlines to mix biofuel with traditional kerosene on commercial flights as carriers seek ways to cut soaring fuel costs, its chief executive said.

The German flag carrier will start running its engines on some flights on a mix of biofuel and kerosene within two years, Wolfgang Mayrhuber told reporters on the sidelines of an event late on Saturday.

A spokesman for Lufthansa added the airline will likely decide on a more precise schedule by the end of this year.

Aircraft account for an estimated 2-4 percent of global carbon dioxide (CO2) emissions, which scientists say could cause global temperatures to rise, triggering widespread disease, famine, flooding and drought.

Experts say global aviation emissions could reach 2.4 billion tonnes in 2050, which would be 15-20 percent of all CO2 permitted under a global agreement and a nearly four-fold increase on current levels.

Lufthansa rival KLM, part of Franco-Dutch Air France, last year became the first airline to test biofuel in a passenger airplane, filling one of four engines on a Boeing 747 with biofuel for a 1.5 hour test flight.

The carrier has said it aims to make commercial flights which use biofuel from 2011.

U.S.-based Continental Airlines, the U.S. airline that is set to create the world’s largest carrier by merging with United Airlines parent UAL, had already used a mix of biologically derived fuel and jet fuel on a test flight.

Mayrhuber said Lufthansa had no plans to run individual test flights at this point. Instead, the carrier would wait until it could start using biofuel regularly on some routes to gather reliable data over a longer period of time.

In the long run, the use of biofuel is expected to save airlines money.

“First, we are hoping to get some resource security, and second, we hope that we will have some advantages in our costs for emissions trading,” Mayrhuber said at the event, which celebrates 50 years of Boeing planes at Lufthansa.

The European Union is set to extend its Emissions Trading System (ETS) to airlines from 2012, and the less traditional kerosene airlines use every year, the fewer certificates they have to buy permitting them to pollute the air.

Lufthansa has estimated its annual costs from the ETS at 150-350 million euros ($201-470 million) once airlines join the scheme.

The last week’s sharp decline in commodities and stock markets has a lot of people making half baked statements while others are panicking . We had India’s chief economic adviser thinking that Greece contagion might have had a positive effect on India ,now  Kuwait’s oil minister is already thinking of supporting oil prices. It is intriguing to see Kuwait comes out with the first call to support the oil prices.Countries like Oman and others with smaller oil deposits are  more exposed budgetary problems due to oil price declines than super rich Kuwait .With a minuscule population they have 8% of the world’s deposit making each Kuwait born with a “oil” spoon in his mouth.

OPEC should act if oil falls below $65: Kuwait – Yahoo

Kuwait Oil Minister Sheikh Ahmad Abdullah al-Sabah said that OPEC should meet ahead of its scheduled conference in October if the price of oil falls below USD 65 a barrel.

Asked when OPEC should act and at what price level, the Kuwaiti minister said “when oil price falls below 65″ dollars a barrel.

His Emirati counterpart Mohammad bin Dhaen al-Hamli attributed a slide in oil prices to what he called a price correction.

“What has been taking place is a correction… prices are going up and down,” Hamli told reporters, adding that oil prices were being driven by market forces.

Both ministers are in Doha, Qatar, for the ninth Arab Energy Conference that starts tomorrow.

Oil prices have fallen sharply since late Monday as the dollar struck 14-month highs against the euro on worries about the stability of the eurozone amid the Greek debt crisis.

On Friday, New York’s main contract, light sweet crude for June delivery shed USD 2.00 to USD 75.11 a barrel.

Pseudo Green company Codexis which makes enzymes for use in the pharma and biofuel industry managed a strong performance on Friday to close up 8% higher from its IPO prices of $13.

Like the other green IPO A123 Systems this company does not have great financials with losses in the last 2-3 years and prospective losses for the next 2-3 years as well. Both of these companies claim to have great technology to solve critical problems in the fields of transportation in a clean manner.

Note after the initial euphoria A123 system stock price languishes at its IPO prices down almost 60% from its peak as there is little near term prospects of profits as investors cashed in after the initial 1 year lock in period.

While Codexis received a tepid response compared to A123 systems , the current market cap of $477 million seems too high given its super high risky character.Company seems completely dependent on Shell which remains a major investor and its main customer.I don’t have expertise in understanding it core business whether it is a truly path breaking technology. However the main factor supporting the Codexis story is Shell .If Shell continues to support Codexis and its partnership with Brazilian sugar company Cosan uses Codexis technology to make a big biofuel commitment then this stock would be a great one.However I would wait since some of these companies can take a long time in translating promises into reality.
