India’s No.1 Industrial state comes up with an investor friendly, Solar focused Renewable energy policy

Maharashtra – RE Policy with solar focus

Maharashtra is India’s largest industrial state and home to India’s financial capital – Mumbai. The state has massive power requirements and as per CERC guidelines requires to install large amounts of renewable energy capacity.  Maharashtra has lagged in renewable energy capacity installation compared to other states like Gujarat, TN and Rajasthan. The state has installed some large solar energy power and wind energy plants developed by its power utility Mahagenco and Tata Power. It has also not encouraged rooftop solar or 1 MW ground solar power plants. Maharashtra is falling behind its RPO requirements and the state desperately needs large private sector investments.

The new BJP government is very renewable energy friendly, due to the focus on RE given by PM Modi who heads the BJP party at the center. The Maharashtra government has come with a RE policy, which has a heavy solar energy focus relying on it to meet more than 65% of its 11GW+ target by 2019.

New RE Policy in Maharashtra

The policy has brought out a number of investor friendly measures for the RE industry which are given below:

1) Open access and selling of RE Power intra and inter state

2) Developers free to sell power to discom or others. Can sell RECs

3) Industry status given to both solar and wind power projects which should help in debt funding

4) Simplified process for clearances and getting land

5) No environment clearance requirement for wind or solar energy projects

6) Government will develop 2500 MW of solar power under PPP mode, while the rest 5000 MW to be developed by private players themselves.

Good, Maharashtra Government has declared solar energy policy. The same policy has already been declared by other states. Only making policy is no more solution. Government should create sufficient budget for development of solar energy and should attract investors. Government should also have long term vision.
